'In reading 254-67, Cayce said that the Akashic Records could be read by a psychic, but they could also be deduced by the individual who had written the record to begin with. Asked how this was possible, the reading confirmed that the records were everywhere and were manifested through one’s consciousness by means of the five senses. In other words, our patterns and our abilities become evident through what we say, what we write, what we choose to see, and what we choose to hear. According to Cayce, each of these things, as well as our thoughts, are [sic] affected by the “shadows” of what is written upon the records themselves. Clarity of obtaining specific information is dependent upon why the information is being sought in the first place.'

People interested in spiritual/paranormal subjects tend to think that the Akashic Records, the greatest archival records containing every act of human being, exist somewhere in the farthest corner in the Space, but that does not seem to be true.
Basically, anyone can access the records at any time, especially through awareness and/or inner knowings.
